Agreement on inter-country adoption with Vietnam comes as a huge relief for Clare Families – BREEN

Clare T.D. and Chairman of the Oireachtas Committee on Foreign Affairs and Trade, Pat Breen T.D. has welcomed the historic Administrative Agreement on inter-country adoption with Vietnam which has been officially signed by the Minister for Children and Youth Affairs, Frances Fitzgerald TD,

Deputy Breen whose visit to Vietnam in September 2011, paved the way for the re-building of the bilateral relationship with Ireland said today that he is delighted particularly for the Clare families involved, for whom today’s development comes as huge relief.

“The agreement was also signed by the Vietnamese Minister for Justice, Ha Hung Cuong, on behalf of the Vietnamese Central Authority, and Dr Geoffrey Shannon Chair of the Adoption Authority of Ireland (AAI) at the AAI headquarters.

“The rebuilding of our bilateral relationship with Vietnam was a top priority for our Government since coming to office. I have been working with a number of families from Clare and indeed other parts of the Country who have been left in limbo since the last Government suspended indefinitely our bilateral adoption agreement with Vietnam in January 2010.”

“In my capacity as Chairman of the Foreign Affairs & Trade Committee I was happy to play my part in assisting the Children’s Minister Frances Fitzgerald in rebuilding our relationship with Vietnam. In September 2011, during my visit to Hanoi I met with the Vietnamese Justice Minister Mr Ha Hung Cuong, when we discussed the framework for re-building ties between our Countries and Minister Fitzgerald has now driven this process to a successful conclusion and she is to be warmly congratulated. I would also pay tribute to Geoffrey Shannon, CEO, of the Irish Adoption Authority for his efforts.

“The Administrative Arrangement is the first international administrative agreement on inter-country adoption entered into by the AAI and the Socialist Republic of Vietnam since both countries ratified the Hague Convention on inter-country adoption. The signing will open the way for the resumption of adoptions between Ireland and Vietnam. Furthermore, the AAI will now be able to use their experience of developing this Administrative Agreement in the development of relationships with other countries who are signatories to the Hague Convention.

“The aim of the Government is to have safe and secure adoptions from Vietnam and this Administrative Agreement will provide for that. I am hopeful that the work that the AAI has put into this process will be beneficial for that organisation going forward. I want to commend the work of the Minster and Geoffrey Shannon, Chairman on the Adoption Authority, and the Adoption Authority of Ireland in bringing this process to a successful conclusion.”
