Second NCT Test Centre in Clare would alleviate pressure on Ennis Centre – BREEN

Clare T.D. and Chairman of the Oireachtas Committee on Foreign Affairs and Trade Pat Breen is urging the Road Safety Authority to contract the NCTS Contractor to open a 2nd Test Centre in County Clare.

“A number of concerned constituents have been in touch with me in recent times to express their concern at the length of time which they have to wait to have a test done at the Centre here in Ennis. A lot of the motorist’s frustration centres around the unavailability of suitable slots on-line and the fact that any slots that are available would require up to a two month wait. In addition when a motorist phones the NCTS for an appointment they cannot be given a date for an appointment and instead are advised that they will have to wait until slots are freed up and that slots are freed up on a weekly basis, however, I am aware of a number of constituents who have found that this is not the case.

I have been in touch with the RSA to express my concern. They have admitted that the Ennis Centre is under pressure at the moment and in response to that pressure they have extended their opening hours from 7.30 .m. to 10.00 p.m. 3 days per week. The NCTS is required to provide a motorist with a test within 28 days and they have agreed that in the event that motorists are not facilitated within this time period that they will be offered a test free of charge.

However, given the pressure which the Ennis Centre is under, I would now urge the RSA to contract the NCTS Contractor to open a 2nd Test Centre in County Clare and to locate the 2nd Centre in West Clare. The last review undertaken by the RSA to identify if there was a need for a second centre in Clare was completed in 2009 which is five years ago and their analysis was based on 2008 data.

An up to date review is now required and I am pleased that the RSA have agreed to carry this out and this review will be based on more recent data.

If there was a second test centre located in the West of the County, it would make it easier for people to access a test and eliminate the need for people to travel from West Clare into Ennis especially in cases where they have to return for a re-test or to display to an Inspector that they have the necessary work carried out which they were required to do.

If you own a van or tractor you have a choice of different three centres where you can have your test done and I see no reason why we should not have a 2nd centre available for car owners in the County.”
